Chairman Ajit Pai outlines plan to dismantle rules on equal access, clearing way for media alliances, creative pricing

WASHINGTON—Federal regulators’ plans for dismantling Obama-era open-internet rules would clear the way for a range of new deals between internet-service providers and online media and other services, in a victory for cable and wireless firms.

The proposed changes—outlined Tuesday by Federal Communications Commission Chairman Ajit Pai—already were sparking a lively debate over potential impacts on the internet as well as online businesses and consumers.
